Redrafting legislation

Hello Everyone,
In this week’s exercise, I’d like you to redraft some legislation into plain English.

Here is the text I’d like you to ‘translate’ into plain English:

Art. 144. [Prohibition of immission]
The property owner should, when exercising his right, refrain from activities that would interfere with the use of neighboring property beyond the average measure resulting from the socio-economic purpose of the property and local relations.
